Warm handoff queue
Conversations in handoff state. Operators accept, reply as the specialist, then resolve.
No live handoffs. Ask for a human in the voice loop.

Simulator numbers. Operators can rotate; viewers list only. Live carrier DIDs stay in tenant env.
